Bill Brewer’s Advocacy at the Ballot Box

Bill Brewer represented plaintiffs in federal Voting Rights Act cases across Texas, including Manuel Benavidez in a challenge to the City of Irving, Texas’s predominantly at-large election system, which allegedly diluted the voting strength of the city’s growing Hispanic community and limited its opportunity to elect candidates of its choice.

The case was brought under Section 2 of the Voting Rights Act and involved demographic and election data concerning Hispanic population growth, geographic concentration, voting patterns, and the historical lack of Hispanic representation on the City Council. U.S. District Judge Jorge Solis ruled that Irving’s election system violated the Voting Rights Act and required the city to reorganize its City Council elections to include geographic districts, providing Hispanic voters with a more meaningful opportunity to elect representatives from their communities.
